New York governor contemplates security for electricity generators

State legislation designed to improve security measures at all power generating and transmission facilities in New York awaits approval by Governor George Pataki.
"While not related to terrorism, the blackout made clear just how much chaos can be created by a disruption to our power supply," Queens assemblyman Michael Gianaris said in a written statement. "The vulnerabilities at many of our energy facilities are great and demand enhanced security measures."
The legislation was approved by both the state Senate and Assembly on June 19 and was sent to the governor for his signature on Aug. 14. The governor has ten working days to approve or veto legislation once it is sent to him.
The Energy Security Bill would require the New York State Director of Public Security to conduct vulnerability assessments and mandate additional security measures at these locations.
Currently there are no provisions giving law enforcement or anti-terrorism experts a role in protecting energy facilities.
